Do You Need a Permit for Your Renovation?
Not every construction activity requires a permit. Many projects in the Netherlands can proceed permit-free (vergunningsvrij), but this doesn’t mean you can build anything without restrictions.

Here’s the difference between permit-free and permit-required building:
🟢 Permit-Free Building (BOR Appendix II)
Certain home improvements are exempt from permitting under Dutch law (BOR – Besluit omgevingsrecht). For example:

Extensions are permit-free if they:

Are located at the rear side of the property
-
Extend no more than 4 meters deep

Stay within 30 cm above the ground floor level

Fall within the designated backyard zone and don’t change the building’s function

Dormer windows (dakkapellen) are permit-free if they:

Are installed at the rear (or sometimes side)
-
Are no higher than 1.75 meters
-
Stay within the roofline and are not placed on monuments
-
Have a flat roof and maintain proper distance from roof edges

- Important: Permit-free does not mean rule-free. You must still comply with the Building Decree (Bouwbesluit) and relevant civil law regulations (e.g. neighbor rights).

🔴 Permit-Required Building
A permit is mandatory if your project does not fall within the limits of permit-free construction. Examples include:

Structural changes (e.g. removing load-bearing walls or altering floors/roofs)

Modifying protected buildings or buildings in designated heritage zones

Dormers at the front or exceeding permit-free dimensions

Extensions that are too deep, too tall, or in unauthorized locations

Changing the building’s function (e.g. office to residence)

Conflicts with the zoning plan (bestemmingsplan)
